The Council of Europe (CoE) could appoint a special envoy to help promote a diplomatic solution to the war in Ukraine, Zsolt Németh, the head of the Hungarian parliament’s delegation in Strasbourg, said on Wednesday.

The outbreak of the war in Ukraine was met with a swift and united response from the CoE, Nemeth said after a session of the Parliamentary Assembly of the Council of Europe (PACE). The appointment of a special envoy could help the CoE’s 46 member states in aligning their views in the matter, he added.

Németh said, adding that a fourth CoE summit could help promote such an outcome and allow the leaders of the organisation’s member states to lead the way in the creation of a new European security regime.
Németh said that the war also had economic consequences. Ukraine will have to be rebuilt, which the international community must already prepare for, he said, adding that the CoE proposed the establishment of a reconstruction fund for the purpose.

According to the Hungarian News Agency, 5,228 people crossed into Hungary directly from Ukraine on Tuesday, while another 5,430 from Ukraine crossed from Romania, the national police headquarters said.
Police issued temporary residence permits valid for thirty days to 465 people,
the police website said on Wednesday. Holders of such permits must contact a local immigration office near their place of residence within thirty days to apply for permanent documents, it said. Budapest police received 701 refugees, 231 children among them, by train, according to the municipal police website.
